Editorial context

DMK leader M.K. Stalin expressed profound anguish on December 15, 2016, over the slow progress of post-cyclone restoration operations across Chennai, Kanchipuram, and Tiruvallur districts. Three days after Cyclone Vardah battered the northern coastal belt with fierce gales, Stalin observed that prolonged failure to deploy adequate administrative machinery had left citizens struggling without drinking water, electricity, milk, and cellular connectivity.

Stalin pointed out that tens of thousands of uprooted trees and damaged electricity poles continued to block vital transit roads and residential colonies, paralyzing emergency services and hospital transport. While local municipal workers laboured under severe resource constraints, the top administrative leadership had failed to mobilize adequate heavy machinery or bring personnel from unaffected southern districts. Stalin stressed that public distress was intensifying, as hospitals struggled with power backups and residential communities faced water shortages.

The opposition leader demanded that the state government declare a civic emergency and deploy specialized disaster restoration teams on a war footing. Stalin urged ministers and senior bureaucrats to abandon detached administrative reviews and supervise field clearing operations in affected neighbourhoods. He called for immediate deployment of generators, water tankers, and medical teams to alleviate public suffering.
