DMK leader M.K. Stalin called for an inclusive, decentralized administrative mechanism on December 15, 2016, to ensure fair and speedy distribution of relief following Cyclone Vardah. He urged the state administration to establish multi-agency monitoring committees comprising government officials, representatives from all recognized political parties, and voluntary non-governmental organizations to oversee rehabilitation operations in every affected neighborhood.

Stalin observed that centralized, bureaucratic distribution often resulted in political favoritism, procedural delays, and the exclusion of vulnerable urban slum dwellers and rural laborers. During catastrophic weather events, community mobilization and transparent enumeration were critical to reaching marginalized families living in low-lying settlements. Stalin argued that institutionalizing all-party coordination committees would ensure impartial resource allocation, eliminate bureaucratic bottlenecks, and prevent complaints of misappropriation in relief distribution.

The opposition leader stressed that natural calamities demanded collaborative leadership above political differences. Stalin reaffirmed the DMK's readiness to cooperate with administrative agencies on the ground to deliver essential food supplies, medical care, and temporary shelter. He urged the state leadership to adopt collaborative governance methods to guarantee that every affected citizen received immediate assistance without bureaucratic harassment or partisan bias.
