DMK leader M.K. Stalin welcomed the passage of the landmark Rights of Persons with Disabilities Bill in the Rajya Sabha on December 16, 2016. Calling the legislation a vital milestone in social justice and human rights, Stalin urged the Tamil Nadu government to adopt its progressive provisions without hesitation and execute them across the state.

Stalin noted that the new legislative framework expanded the recognized categories of disabilities, guaranteed non-discrimination in employment, and increased reservations in education and government jobs. He emphasized that Dravidian ideology had always prioritized the welfare and dignity of disabled citizens, recalling that previous DMK administrations under Kalaignar Karunanidhi pioneered dedicated welfare boards and established a separate department for differently-abled welfare. Proper implementation of the federal statute would reinforce those historic social welfare achievements.

The opposition leader stressed that progressive laws required vigorous executive implementation on the ground. Stalin called upon the state administration to upgrade public infrastructure, make government transport fully accessible, and allocate adequate fiscal resources to fulfill statutory entitlements. He reiterated the DMK's commitment to ensuring an inclusive, barrier-free Tamil Nadu where every disabled citizen enjoys equal dignity and opportunities.
