DMK leader M.K. Stalin strongly criticized the Union Government on December 20, 2016, over its proposal to establish a single national tribunal for all inter-state river water disputes. Stalin cautioned that subsuming finalized river awards into a newly proposed omnibus body was an administrative diversion designed to stall the constitution of the Cauvery Management Board and deny immediate justice to Tamil Nadu farmers.
Stalin observed that Tamil Nadu had waged a grueling legal and political struggle lasting several decades before the Cauvery Water Disputes Tribunal delivered its definitive final award in 2007. Merging this settled issue into a generic dispute mechanism would erase historic judicial gains, reopen resolved legal questions, and leave the state's agriculture in perpetual uncertainty. Stalin stressed that the primary duty of the Centre was implementing existing judicial directives rather than creating new structural delays.
The opposition leader demanded that the central government abandon dilatory tactics and notify the Cauvery Management Board immediately. Stalin urged the Tamil Nadu government to oppose the single tribunal proposal with full vigor, cautioning that any compromise on federal water rights would cause irreparable harm to the agrarian economy of the delta districts.
