DMK leader M.K. Stalin urged Tamil Nadu Chief Minister O. Panneerselvam on January 11, 2017, to personally travel to New Delhi and submit a comprehensive drought relief memorandum to Prime Minister Narendra Modi. Stalin pointed out that Tamil Nadu was reeling under its worst monsoon failure in over a century, which left agricultural fields barren, reservoirs empty, and rural communities facing acute economic distress.

Stalin noted that neighboring states had already declared drought, approached the central administration promptly, and obtained emergency financial allocations for relief operations. In contrast, the Tamil Nadu government had delayed formally seeking national disaster relief funds, causing immense hardship to farmers and rural laborers. He stressed that mere correspondence or departmental reports could not substitute for direct executive advocacy at the highest levels of the Union Government.

The opposition leader demanded that the Chief Minister lead an all-party delegation to meet the Prime Minister without further delay. Stalin affirmed that securing adequate financial assistance was essential to disburse crop compensation, write off agricultural loans, and implement drinking water schemes. He insisted that the state leadership act resolutely to defend agrarian livelihoods.
