DMK working president M.K. Stalin issued an urgent appeal to the Tamil Nadu government on January 19, 2017, demanding that a special session of the Legislative Assembly be convened the very next day. Stalin called upon Chief Minister O. Panneerselvam to table and unanimously pass a state legislative enactment that would permanently circumvent central restrictions and enable the immediate resumption of Jallikattu across the state.
Stalin asserted that the massive, spontaneous mobilization of students and citizens at Marina Beach and across regional hubs required an immediate constitutional response rather than bureaucratic prevarication. As the sovereign lawmaking body of Tamil Nadu, the Legislative Assembly held the constitutional authority under concurrent list provisions to legislate on preserving cultural traditions and managing local animal events.
The opposition leader assured that the DMK, along with other opposition parties, would extend unconditional cooperation to pass the enactment without delay or debate. Stalin emphasized that passing a state law would demonstrate unified democratic backing for the youth uprising and send an unequivocal message to the Union government. He warned that further hesitation by the administration would deepen public discontent and betray Tamil cultural aspirations.
