DMK working president M.K. Stalin announced on January 19, 2017, that the DMK would conduct a statewide peaceful rail blockade protest the following day. Stalin stated that the agitation was called to press two vital democratic demands: urging the Tamil Nadu government to immediately enact special state legislation for Jallikattu, and strongly condemning the Union government for suppressing Tamil cultural rights and ignoring public sentiment.

Stalin highlighted that despite nationwide and international attention on the spontaneous youth protests at Marina Beach, both the central government led by Prime Minister Narendra Modi and the state government led by O. Panneerselvam had exhibited shocking apathy. The prolonged reluctance to take executive or legislative action demonstrated unacceptable disregard for the state's cultural identity, rural heritage, and young citizenry.

The opposition leader declared that the DMK's peaceful rail blockade would amplify the legitimate voice of the people of Tamil Nadu directly to New Delhi.
