DMK working president M.K. Stalin proposed on January 25, 2017, that the Tamil Nadu government construct a commemorative monument on Marina Beach celebrating the historic victory of the youth-led Jallikattu movement. Stalin suggested sculpting a memorial depicting young Tamils courageously embracing the native bull to immortalize the peaceful, spontaneous uprising that successfully pressured both state and central governments into enacting legislation to revive the traditional sport.

Stalin emphasized that the massive congregation of students, women, and youth at Marina Beach, known as the "Marina Revolution," was an unprecedented milestone in modern Tamil history. Without political banners or partisan agendas, hundreds of thousands gathered peacefully for days to defend cultural heritage, rural livelihood, and indigenous cattle breeds against judicial bans and institutional neglect.

The opposition leader asserted that such exemplary civic unity and cultural resolve deserved permanent architectural tribute on the very sands where the movement reached its pinnacle. Stalin argued that a bull-taming memorial would inspire upcoming generations with values of cultural self-respect and peaceful collective action. He urged the state administration to initiate the project promptly as an enduring symbol of Tamil identity.
