Stalin conveyed his sincere gratitude and warmest congratulations on February 10, 2017, to the youth, students, and millions of ordinary citizens whose historic, peaceful movement successfully forced the legal revival and resumption of Tamil Nadu's traditional bull-taming sport, Jallikattu. Stalin highlighted that the spontaneous, non-violent agitation organized across Marina Beach in Chennai and throughout every district in Tamil Nadu had captured global admiration, proving the extraordinary potency of democratic public resistance against bureaucratic insensitivity and judicial prohibitions.

Stalin recalled that students and youth stood day and night under harsh weather conditions with unshakeable discipline, steadfastly refusing political banners and demanding the preservation of ancient Tamil cultural heritage and native livestock breeds. This monumental civic awakening compelled both the state assembly and central ministries to formulate urgent statutory exemptions, demonstrating that united public resolve can overturn entrenched policy obstacles. Stalin observed that the historic triumph belongs entirely to the courageous young generation who reclaimed their cultural rights with unmatched dignity.
