DMK working president M.K. Stalin highlighted the complete administrative breakdown in Tamil Nadu on February 10, 2017, pointing out that the state government had become so utterly dysfunctional that the State Election Commission was forced to submit to the Madras High Court that the administration was not cooperating to conduct local body elections. Stalin remarked that this formal admission before the judiciary exposed the unprecedented constitutional failure and political paralysis gripping Tamil Nadu under the ruling AIADMK dispensation.
Stalin emphasized that grassroot democratic institutions across the state had remained vacant for months following the expiration of local body terms, depriving rural panchayats and municipal corporations of elected civic representatives. Without functional local councils, basic civic governance, sanitation, local infrastructure maintenance, and public health initiatives ground to a halt, leaving ordinary residents to suffer unaddressed civic decay. The ruling regime's deliberate refusal to cooperate with election authorities revealed a desperate anxiety to avoid facing the electorate.
The opposition leader demanded that the state government immediately provide all necessary logistical and administrative assistance to enable the conduct of free and fair civic elections. He warned that subverting local democracy violates statutory constitutional mandates.
