DMK working president M.K. Stalin launched a sharp attack against the ruling AIADMK administration on March 4, 2017, alleging that statutory tender rules and transparency regulations were being deliberately bent to favor handpicked contractors close to the ruling party. Stalin recalled public controversies where contractors had previously erected banners publicizing commission percentages demanded by administrative authorities, arguing that institutionalized corruption has replaced lawful procurement procedures in Tamil Nadu.
Stalin pointed out that statutory provisions governing Tamil Nadu Transparency in Tenders Act were being systematically circumvented through restrictive qualifying clauses designed to eliminate legitimate competitors. Such tailored conditions ensure that lucrative public works contracts are awarded exclusively to privileged syndicates, resulting in inflated project estimates and substandard civil works. He asserted that compromising statutory frameworks for political patronage directly harms public infrastructure and drains state revenues.
The opposition leader demanded that senior administrative vigilance officers review recently floated tenders across public works, highways, and municipal administration departments. He stated that the DMK would pursue judicial remedies to nullify rigged procurement awards and hold complicit ministers accountable for financial malfeasance in state administration.
