DMK working president M.K. Stalin delivered a scathing assessment of the 2017–2018 Tamil Nadu budget presented in the legislative assembly on March 16, 2017, characterizing it as old wine in a new bottle that attempted to run an administration inside an economic vacuum. Stalin stated that the financial presentation lacked imagination, offering no concrete strategies to revive flagging industrial investment, relieve widespread agrarian distress, or generate meaningful employment for the state's educated youth.

Stalin observed that the budget merely repackaged unfulfilled announcements from preceding years while concealing severe structural deficits and declining revenue receipts. With farmers facing their worst drought in over a century, the financial statement failed to provide comprehensive crop loan waivers, substantial irrigation allocations, or immediate financial relief to rural households. In addition, vital departments including school education, public health, and municipal infrastructure received stagnating outlays that barely kept pace with inflation.

The opposition leader stressed that Tamil Nadu's economic momentum had been severely derailed by ongoing political paralysis and governing incompetence. He pledged that DMK legislators would forcefully expose these systemic budgetary deficiencies during assembly debates, demanding genuine relief and fiscal responsibility for Tamil Nadu's citizens.
