DMK working president M.K. Stalin raised sharp questions on March 31, 2017, demanding to know whether the reappointment of disgraced former Chief Secretary P. Rama Mohana Rao represented absolute administrative collapse or a calculated effort to shield him from criminal prosecution. Stalin pointed out that Rao's official chamber in the state secretariat and personal residence were raided by income tax authorities just months earlier, resulting in sensational seizures of unaccounted assets and documents.

Stalin observed that restoring a senior bureaucrat who had been removed under unprecedented circumstances of federal corruption raids completely destroyed public trust in administrative probity. The sudden reappointment without completing ongoing corruption investigations or informing the public about clearance suggested a secret pact between corrupt politicians and pliable bureaucrats. The opposition leader emphasized that the state civil services, once revered for impeccable integrity and professional competence, had been dragged into disrepute by ruling party maneuvers.

Stalin demanded that the state government revoke the controversial posting order immediately. He asserted that the DMK will persistently expose administrative malpractices to restore honor, transparency, and accountability across Tamil Nadu's civil administration.
