DMK working president M.K. Stalin reminded Puducherry Lieutenant Governor Kiran Bedi on April 9, 2017, that understanding the fundamental constitutional distinction between an appointed dignitary and an elected representative is her paramount duty. Stalin pointed out that in India's democratic structure, sovereign power originates from the voting public and resides in the legislative assembly. An appointed administrator, he emphasized, is bound by constitutional norms to respect the popular mandate and facilitate executive functions.
Stalin observed that persistent gubernatorial interference in daily administrative files undermines established constitutional jurisprudence and weakens executive governance. The founding fathers of the Indian Constitution deliberately crafted a parliamentary system where elected ministers make policy decisions and direct administrative machinery. When gubernatorial heads disregard cabinet advice and conduct parallel administrative reviews, democratic accountability becomes severely compromised. Stalin insisted that constitutional decorum requires appointed functionaries to act with restraint and prudence.
The opposition leader stated that the DMK will continuously defend democratic principles against arbitrary administrative conduct. He urged the Lieutenant Governor to align her conduct with established constitutional jurisprudence, ensuring harmonious governance for the people of Puducherry.
