DMK working president M.K. Stalin announced on April 13, 2017, that an all-party meeting would be convened on April 16 at DMK headquarters to build a unified consensus around distressed farmers' demands. Stalin explained that with central and state governments consistently ignoring the acute crisis in rural Tamil Nadu, it was vital for all democratic opposition parties, trade unions, and agrarian federations to coordinate a cohesive joint action plan.

Stalin detailed that Tamil Nadu was experiencing its worst drought in over a century, which had devastated agriculture and triggered widespread rural distress. While farmers demonstrated in New Delhi under extreme physical strain to draw national attention, the Union government refused to grant them an audience, and the state government failed to advocate their cause effectively. The upcoming consultative conference would deliberate on concrete collective measures, including legal interventions, mass agitations, and statewide strikes, to force authorities into delivering immediate financial relief and loan waivers.

The DMK leader appealed to all political parties and progressive organizations to set aside minor differences in defense of the farming community. Stalin asserted that united democratic mobilization is the only viable path to secure justice for Tamil Nadu cultivators.
