Stalin observed that across cities, towns, and villages, women were taking to the streets carrying empty plastic pots to protest prolonged water deficits. He contrasted the daily struggles of ordinary families with the opulent resort politics witnessed during the ruling party's factional power struggles.

Stalin pointed out that dried-up reservoirs, declining groundwater levels, and dysfunctional municipal supply systems had triggered widespread public distress. In many working-class neighborhoods, public taps had remained bone-dry for weeks, forcing poor families to purchase costly water from private suppliers. Despite these visible signs of civic emergency, ministers and local administrators offered no meaningful interventions, remaining completely disconnected from the daily realities of the people they were elected to serve.

The opposition leader demanded that district collectors and municipal commissioners execute emergency water distribution plans without delay. Stalin pledged that the DMK would stand beside struggling citizens, organizing grassroots agitations until regular, safe potable water is restored to every affected neighborhood across Tamil Nadu.
