DMK working president M.K. Stalin led a delegation to meet Governor Ch. Vidyasagar Rao at Raj Bhavan on June 18, 2017, demanding decisive constitutional intervention against the ruling AIADMK administration. Stalin stated that he was compelled to approach the constitutional head of the state directly because Legislative Assembly Speaker P. Dhanapal had repeatedly blocked all attempts by the opposition to raise and debate the scandalous Koovathur MLA horse-trading tapes on the floor of the house.

The opposition leader stated that silencing elected representatives on matters of grave constitutional corruption undermined the fundamental purpose of the legislative assembly. When the presiding officer actively prevented the legislature from scrutinizing credible evidence of cash-for-votes, the government lost its moral and constitutional right to govern. Stalin submitted a detailed memorandum to the Governor containing video recordings, transcripts, and documentary evidence of legislators confessing to receiving multi-crore payoffs during the confidence motion.

Stalin urged the Governor to exercise his constitutional powers to order an impartial investigation or dismiss the tainted ministry. He reaffirmed that the DMK will exhaust all democratic and legal avenues to hold this illegitimate administration accountable.
