Editorial context

DMK working president M.K. Stalin issued a forceful condemnation on July 9, 2017, against punitive fisheries legislation enacted by the Sri Lankan parliament, describing it as a draconian black law designed to wipe out traditional fishing livelihoods. Stalin asserted that the legislation—which imposed crippling fines running into crores of rupees and long prison sentences on seized fishermen—struck directly at the survival of coastal communities in Tamil Nadu and threatened India's broader marine export policies.

The opposition leader underscored that Tamil Nadu fishers have operated in historical waters around Palk Bay for centuries, exercising customary fishing rights essential to regional food security and maritime economies. Enacting legislation that confiscates mechanized trawlers without return and treats minor maritime crossings as criminal offenses was a hostile measure intended to economically ruin Tamil fishing families. Stalin pointed out that passive central diplomatic engagement emboldened Colombo to penalize Indian nationals without facing firm bilateral resistance.

Stalin demanded that the central government exert resolute diplomatic pressure on Sri Lanka to secure the repeal of this oppressive legislation. The DMK reaffirmed its unyielding commitment to defending traditional fishing rights.
