DMK working president M.K. Stalin demanded on July 21, 2017, that the state government immediately hand over the Gutkha scam probe to the Central Bureau of Investigation. Stalin asserted that only an independent central agency could uncover the full truth regarding illicit payoffs made to cabinet ministers and the controversial extension and promotion granted to Director General of Police T.K. Rajendran despite documented allegations of corruption.

The opposition leader stated that local anti-corruption bodies operating under state ministerial control lacked the independence to investigate their own administrative and political superiors. Official records seized by tax authorities showed regular monthly kickbacks disbursed by illegal gutkha manufacturers to ensure unobstructed manufacturing and sales across Chennai and surrounding districts. Stalin argued that elevating an officer under an active cloud of suspicion to head the state police force compromised institutional credibility and obstructed justice.

Stalin emphasized that the health of millions of citizens and the professional integrity of the police department had been sacrificed for illicit financial gain. He reiterated that a court-monitored investigation by an external agency was indispensable to restore public confidence. The DMK vowed to pursue the matter through judicial remedies if the state refused an impartial inquiry.
