DMK working president M.K. Stalin announced on September 9, 2017, that the united opposition coalition would stage massive public demonstrations across all district headquarters in Tamil Nadu on September 13. Stalin stated that this statewide mobilization constituted the crucial second phase of democratic agitation demanding justice for S. Anitha and immediate exemption from NEET. Leaders from all secular democratic parties agreed to coordinate the agitations simultaneously to register their unyielding opposition against the Union government's arbitrary centralizing policies.
Stalin pointed out that student unrest and public anguish had spread to every town and village across Tamil Nadu. The state government's absolute failure to secure presidential assent for the unanimous legislative bills passed by the assembly had provoked widespread indignation. By organizing disciplined, peaceful rallies in every district capital, the opposition alliance intended to demonstrate the collective will of the people against administrative apathy and social injustice.
The DMK leader called upon democratic forces, trade unions, teachers' associations, and civil society groups to participate in great numbers. He declared that public protests would continue unabated until students' rights and state legislative powers were fully safeguarded.
