DMK working president M.K. Stalin issued a decisive ultimatum to the Governor of Tamil Nadu on September 10, 2017, demanding an immediate floor test in the Legislative Assembly. Stalin declared that if the Governor failed to order the minority AIADMK administration to prove its legislative majority within one week, the DMK would approach constitutional courts and mobilize citizen protests across the state. He stressed that allowing an unrepresentative dispensation to govern without demonstrated legislative support subverted constitutional democracy and parliamentary conventions established by Supreme Court jurisprudence.
Stalin highlighted that nineteen ruling party legislators had formally withdrawn their support in writing, reducing the incumbent regime to an undeniable minority. Paralyzing the state assembly while shielding an unstable cabinet from legislative accountability paralyzed administrative decision-making and stalled crucial public welfare delivery. Inaction by the gubernatorial office only encouraged unlawful horsetrading and eroded public faith in institutional neutrality.
The DMK leader asserted that democratic sovereignty resided fundamentally with the electorate. He warned that the opposition coalition would utilize every constitutional avenue, judicial remedy, and peaceful public agitation to restore legitimate governance in Tamil Nadu.
