DMK working president M.K. Stalin raised pivotal constitutional questions on November 21, 2017, concerning the actions of Tamil Nadu Governor Banwarilal Purohit. Responding to the Governor's claim that his controversial administrative review meetings with district collectors were conducted strictly within constitutional bounds, Stalin questioned why the same constitutional vigilance was not applied to the legislative assembly. He challenged the Governor to utilize his constitutional powers to convene the assembly and direct the minority AIADMK administration to prove its floor majority.

Stalin pointed out the stark political reality that nineteen legislators had formally withdrawn support from Chief Minister Edappadi K. Palaniswami, stripping the ruling faction of legitimate parliamentary strength. Despite widespread public demand and memoranda from opposition parties, Raj Bhavan had consistently avoided mandating a floor test, effectively sheltering an illegitimate regime. Selectively invoking constitutional propriety for bureaucratic inspections while ignoring parliamentary floor tests represented an untenable contradiction.

The DMK leader affirmed that constitutional democracy requires executive legitimacy to be established through transparent legislative mandates.
