Editorial context

DMK working president M.K. Stalin expressed profound concern on February 19, 2018, over the Union government's directive instructing the 15th Finance Commission to utilize the 2011 census instead of the 1971 population benchmarks for central tax devolution. Stalin pointed out that despite recommendations from the 13th and 14th Finance Commissions, states were already receiving far less than an equitable 50 percent share of central divisible tax pools. Adopting the 2011 demographic baseline, he argued, would severely compound this financial injustice.

Stalin emphasized that this regressive formula unfairly penalizes states like Tamil Nadu that committed immense financial resources, administrative discipline, and public health investments to implement national population control programs over four decades. Rewarding states with runaway demographic expansion while slashing the revenues of high-performing states, he asserted, represents a perverse policy disincentive that undermines national governance standards.

The DMK leader demanded an immediate revision of the terms of reference to protect state revenues. He called upon the Union government to preserve constitutional fairness in resource allocation. Stalin affirmed that the DMK will vigorously challenge these biased parameters to safeguard Tamil Nadu's fiscal rights.
