DMK working president M.K. Stalin put forward visionary administrative proposals on February 22, 2018, urging the Tamil Nadu government to bifurcate the Public Works Department by creating an independent, dedicated Ministry for Water Resources and Irrigation. Stalin stressed that managing floodwaters, expanding catchment capacities, and thoroughly desilting historic lakes and irrigation tanks required specialized institutional focus rather than treating vital hydrology as a secondary engineering routine under an overburdened umbrella department.

Stalin simultaneously called upon the state government to emulate progressive governance models by presenting an exclusive, comprehensive Agriculture Budget in the legislative assembly every year. He argued that isolating agricultural outlays from general accounts would guarantee transparent financial allocations for crop insurance, agrarian subsidies, soil revitalization, micro-irrigation networks, and sustainable peasant livelihood programs across drought-affected rural districts.

The DMK leader emphasized that climate volatility and recurring monsoon distress demand transformative, forward-looking water conservation strategies. He urged the administration to adopt structural governance reforms prioritizing agricultural modernization and rural prosperity.
