Union Govt's ToR for XV FC, to use 2011 census for financial devolution will affect the equitable nd just distribution of central tax revenues to the states which implemented effective population control measures, will be a travesty of justice, unconstitutional and undemocratic. #2
DMK working president M.K. Stalin voiced fierce opposition on March 21, 2018, to the Union government's directive mandating the 2011 census as the basis for financial devolution under the 15th Finance Commission. Stalin denounced the move as unconstitutional, undemocratic, and a grave travesty of economic justice. He stressed that replacing the 1971 demographic baseline unfairly deprives states that demonstrated exceptional governance in implementing national family planning and population stabilization programs.
Stalin underscored that progressive states like Tamil Nadu invested decades of state revenues into human capital, maternal health, and grassroots education. Punishing these performance achievements by slashing their central tax revenue shares rewards demographic expansion while starving efficiently administered regions of critical funds. He warned that this fiscal penalization threatens the viability of vital public welfare programs.
The DMK leader declared that equitable tax devolution is a fundamental constitutional guarantee, not central patronage. He demanded that the Union government restore fair allocation criteria that respect provincial contributions and policy discipline. Stalin affirmed that the DMK will mobilize national democratic opinion to reverse this biased policy and defend the financial rights of Tamil Nadu.
