DMK working president M.K. Stalin reached out on March 21, 2018, to ten Chief Ministers across India, addressing formal communications to the heads of government in Tamil Nadu, Puducherry, Kerala, Andhra Pradesh, Telangana, Karnataka, Odisha, West Bengal, Delhi, and Punjab. Stalin highlighted the grave threat posed to state fiscal autonomy by the unilateral decisions and discriminatory terms of reference formulated by the central government for the 15th Finance Commission.
Stalin pointed out that shifting the population baseline from the 1971 census to the 2011 census unfairly penalized progressive states that had successfully implemented national population control policies, healthcare advancements, and social welfare programs. He warned that this regressive approach would drastically reduce revenue devolutions, creating severe budgetary deficits that would impair state-funded developmental initiatives.
The DMK leader called for a united, pan-Indian consensus among regional governments to safeguard constitutional federalism and financial independence. Stalin emphasized that collective dialogue and coordinated resistance were essential to prevent central overreach into provincial economic governance. He affirmed that the DMK would continue leading inter-state efforts to protect the legitimate fiscal rights of all Indian states.
