DMK working president M.K. Stalin announced on April 1, 2018, that a meeting of all opposition party leaders had unanimously resolved to conduct a comprehensive statewide general shutdown on April 5. Stalin stated that the bandh was convened to assert Tamil Nadu's inalienable river water rights following the central government's failure to establish the Cauvery Management Board within the deadline specified by the Supreme Court.
Stalin issued an earnest appeal to traders, commercial shopkeepers, transport federations, student groups, and ordinary citizens across Tamil Nadu to observe total closure on that day. He emphasized that the struggle for Cauvery was not a partisan issue but an existential fight to secure the economic lifeline of the entire state and preserve the heritage of delta agriculture.
The DMK leader expressed gratitude to the various political party chiefs who attended the consultative conclave and agreed on unified collective action. Stalin affirmed that a disciplined, total shutdown would demonstrate to the Union administration that Tamil Nadu stood undivided against central betrayal. He expressed confidence that citizens would actively support the bandh to protect their future.
