DMK working president M.K. Stalin announced on April 1, 2018, that all opposition parties in Tamil Nadu would stage massive black flag demonstrations against Prime Minister Narendra Modi during his forthcoming official visit to the state. Stalin explained that the united protest would register the state's deep indignation against the Union government for willfully defying Supreme Court orders regarding the constitution of the Cauvery Management Board.
Stalin stated that New Delhi's refusal to establish the statutory board within the mandated six-week timeframe revealed utter contempt for the livelihood of Tamil Nadu's farmers. He noted that when the head of the national government chose to disregard clear judicial rulings, democratic black flag protests represented a legitimate and powerful constitutional method of communicating regional anger.
The DMK leader urged people from all segments of society to wave black flags peacefully and demonstrate Tamil Nadu's collective grief and resolve. Stalin asserted that the Prime Minister must witness firsthand the intense public resentment caused by central betrayal. He affirmed that the DMK-led alliance would not relent until New Delhi respected Tamil Nadu's federal water rights.
