DMK working president M.K. Stalin announced on April 5, 2018, that the statewide general shutdown, called by opposition parties to demand the immediate constitution of the Cauvery Management Board, had achieved resounding success across Tamil Nadu. Stalin declared that Cauvery water was the birthright of the Tamil people, emphasizing that commercial establishments, transport unions, traders, farmers, and students had united across all thirty-two districts to demonstrate collective public resistance.

Stalin strongly condemned the central BJP government for attempting to snatch away Tamil Nadu's legitimate water rights to serve electoral interests in neighboring Karnataka. He equally criticized the subservient AIADMK state administration for functioning as a passive collaborator to central injustice instead of boldly demanding constitutional compliance from New Delhi.

The DMK leader commended the millions of citizens who voluntarily shuttered shops, halted business, and joined protest rallies in every town. Stalin asserted that this massive demonstration sent an unmistakable signal to the Union government that the people would not tolerate further delays. He reiterated that the DMK and allied parties would sustain their democratic battle until the Cauvery board was officially established.
