DMK working president M.K. Stalin announced on April 6, 2018, that the upcoming Cauvery Rights Retrieval March would incorporate a statewide grassroots petition campaign addressed directly to the President of India. Under this plan, marchers would distribute printed postcards along the entire route, gathering signatures from affected farmers and residents demanding the immediate establishment of the Cauvery Management Board in compliance with Supreme Court orders.
Stalin stated that dispatching thousands of signed individual petitions from rural delta homes to the Rashtrapati Bhavan would convey the true depth of public distress and regional unity directly to the nation's highest constitutional authority. He criticized the central government for continuously ignoring repeated resolutions passed by the state legislature and all-party delegations.
The DMK leader noted that peaceful, democratic postcard campaigns allowed every ordinary citizen to participate meaningfully in the struggle for state resources. Stalin affirmed that combining physical marches with widespread constitutional petitions would exert moral pressure on New Delhi. He concluded that the DMK would pursue every legitimate democratic avenue until Tamil Nadu's agricultural rights and water security were fully recognized and permanently restored.
