DMK working president M.K. Stalin issued a clarion call on April 8, 2018, appealing to the people of Tamil Nadu to stage a massive black flag demonstration during Prime Minister Narendra Modi's scheduled official visit to the state on April 12. Stalin emphasized that the protest was a necessary democratic response to the Union government's blatant betrayal in refusing to constitute the Cauvery Management Board despite a clear verdict from the Supreme Court.
He urged every family across Tamil Nadu to hoist black flags atop their homes and requested citizens, party cadres, and activists to wear black shirts as a visible symbol of profound regional protest. Stalin pointed out that while delta farmers were enduring severe agricultural distress and economic ruin, the central leadership had treated the apex court's deadline with complete contempt.
Stalin asserted that the proposed demonstration would reflect the unified, righteous indignation of seven and a half crore Tamils. He emphasized that the protest would remain entirely peaceful and disciplined, sending an unmistakable message to New Delhi that Tamil Nadu would not tolerate betrayal on its foundational water rights.
