DMK working president M.K. Stalin launched an innovative civic outreach initiative titled Call4Cauvery on April 10, 2018, inviting citizens across Tamil Nadu to actively voice their support for the immediate establishment of the Cauvery Management Board. The campaign enabled individuals from all walks of life to dial a dedicated helpline and record their direct messages and demands regarding the river water dispute.

Stalin emphasized that the digital campaign aimed to democratize public participation, allowing rural farmers, urban professionals, students, and overseas Tamils to unite their voices on a unified communicative platform. He pointed out that while ground protests and marches mobilized people on the streets, technology could effectively aggregate millions of collective voices to demonstrate the undeniable unanimity of Tamil Nadu's demand before the central government.

The DMK leader urged everyone to participate enthusiastically in the phone campaign to build overwhelming pressure on New Delhi. Stalin asserted that modern democratic struggles required diverse forms of civic engagement, affirming that every single voice recorded would serve as testament to the state's unyielding determination to secure its water rights.
