DMK working president M.K. Stalin on April 12, 2018, addressed an urgent appeal to Prime Minister Narendra Modi, calling upon him to heed the massive, statewide black flag demonstrations held across Tamil Nadu. Stalin pointed out that citizens in every city, town, and hamlet had hoisted black flags over their homes and wore black clothing to record their unequivocal condemnation of the Centre's failure to constitute the Cauvery Management Board.

He underscored that the extraordinary public response showed that the Cauvery issue was an existential lifeline for Tamil Nadu, not a routine inter-state dispute. Stalin urged the Prime Minister to wake up to the ground reality and end the ongoing legal obstructionism in the Supreme Court. He noted that the six-week deadline stipulated by the court had elapsed without substantive action from the central administration.

Stalin warned that delaying justice for delta farmers had tested public patience to the limit. He called upon the Prime Minister to take immediate executive steps to establish the statutory board, ensuring equitable water distribution and restoring constitutional faith among the people of Tamil Nadu.
