DMK working president M.K. Stalin on April 17, 2018, raised serious constitutional questions regarding Governor Banwarilal Purohit's unilateral appointment of a retired IAS officer to investigate a shocking scandal involving a university professor. Stalin asserted that by directly intervening and ordering an inquiry, the Governor had superseded the statutory authority of the university vice chancellor and executive syndicate.
He pointed out that university statutes clearly outlined the procedural framework and internal administrative mechanisms for handling institutional misconduct. By appointing an external inquiry officer on his own authority, the Governor acted in a manner suggesting that President's rule was unofficially operating in Tamil Nadu. Stalin questioned why established state investigative agencies and university bodies were deliberately sidelined in such a high-profile inquiry.
Stalin argued that unilateral actions by the titular head of state undermined institutional autonomy and set a dangerous administrative precedent for higher education governance. He stressed that transparent, lawful investigations conducted under statutory frameworks were necessary to protect students and restore public faith. Stalin demanded that all investigative procedures strictly adhere to legal provisions rather than arbitrary gubernatorial directives.
