DMK working president M.K. Stalin on April 23, 2018, hailed the overwhelming public participation in the massive statewide human chain protest organized to demand the immediate formation of the Cauvery Management Board. Stalin stated that millions of citizens from Chennai to Kanniyakumari stood shoulder to shoulder, creating an unbroken chain of collective emotion that forcefully represented the legitimate rights of seven and a half crore people of Tamil Nadu.

He remarked that the disciplined, peaceful mobilization across all thirty-two districts sent an unmistakable message to the Union government that the state stood completely united on the Cauvery issue. Stalin warned the BJP-led central administration to stop testing the patience of Tamil Nadu and immediately cease treating the vital water requirements of agrarian communities as a disposable political bargaining chip.

Stalin emphasized that the legal verdict of the Supreme Court was unambiguous and required swift execution rather than deliberate evasion. He asserted that the DMK, along with allied democratic organizations, would sustain their popular movement until the central government fulfilled its constitutional responsibility by constituting an autonomous, fully empowered management board.
