Linking free rice distribution to sanitation goes against the principles of social justice and equality. It violates the Constitutional tenets and defeats directive principles regarding nutrition and public health. I urge @thekiranbedi to withdraw this direction immediately. https://t.co/GKkstG0nsL

DMK working president M.K. Stalin issued a sharp constitutional critique on April 28, 2018, calling upon Puducherry Lieutenant Governor Kiran Bedi to immediately retract her controversial directive that conditioned the distribution of free welfare rice upon villages achieving open-defecation-free status. Stalin stated that tying fundamental food security and nutritional entitlements to sanitation milestones strikes at the core principles of social justice, constitutional equality, and human dignity.
Stalin argued that access to subsidized food grain is a basic welfare right designed to protect vulnerable, impoverished citizens from hunger and malnutrition, as envisioned in the Directive Principles of State Policy under the Indian Constitution. Denying food grain to impoverished families because an entire rural hamlet lacks sanitation infrastructure punishes the poor for systemic governance deficits. He noted that promoting public hygiene requires constructive state investment and awareness, not coercive starvation tactics.
Urging the Lieutenant Governor to respect democratic conventions and cease overriding elected governmental authority, Stalin emphasized that administrative paternalism cannot replace constitutional entitlements. He called upon the Union Territory administration to distribute free rice without arbitrary preconditions. Stalin reaffirmed that the DMK will always resist administrative overreach that undermines food security and welfare rights for marginalized communities.
