DMK working president M.K. Stalin voiced shock on May 8, 2018, after the Supreme Court granted repeated extensions to the Union BJP government to submit a draft scheme for implementing the Cauvery water dispute final award. Stalin pointed out that the central government had willfully failed to constitute the statutory Cauvery Management Board within the original six-week deadline mandated in the apex court's February 2018 judgment.

Stalin noted that granting continuous procedural leeway to the central administration despite clear non-compliance risked diluting public faith in the authority of the judiciary. He stated that the people of Tamil Nadu, having waited decades for equitable river management, felt deeply disappointed as vital enforcement mechanisms were postponed repeatedly to accommodate central political calculations in poll-bound Karnataka.

The DMK leader emphasized that establishing an autonomous regulatory body with absolute authority over reservoirs was non-negotiable for safeguarding state rights. He urged the supreme judiciary to hold the central government strictly accountable to its constitutional rulings without entertaining further excuses. Stalin reiterated that the DMK will continue to mobilize popular and legal resistance until the Cauvery Management Board is formally notified and operationalized.
