DMK working president M.K. Stalin expressed profound alarm on May 20, 2018, over attempts by the Union BJP government to alter recruitment and cadre allocation procedures for the Union Public Service Commission examinations. Stalin strongly condemned the proposed policy change to determine elite civil service allocations based on performance in institutional foundation courses rather than transparent national examination ranks, warning that the move would fatally undermine constitutional social justice.
Stalin argued that evaluating candidates through subjective foundation course assessments opens the door to nepotism, regional bias, and institutional manipulation, directly eroding reservation safeguards for Backward Classes, Scheduled Castes, and Scheduled Tribes. The national competitive examination conducted by UPSC has historically offered an equitable platform for rural and marginalized youth to enter senior administrative services. Diluting that objective framework threatens to entrench entrenched social hierarchies within bureaucracy.
Calling for the immediate withdrawal of the regressive proposal, Stalin urged all regional and progressive parties across India to resist attacks on affirmative action. He insisted that merit-based entrance procedures and constitutional reservation quotas must remain inviolate in public appointments. Stalin affirmed that the DMK will lead the defense of constitutional equality and reservation rights.
