7.5% Preferential Internal Reservation across Professional Streams

In an expansive affirmative action push, the M.K. Stalin government drafted and passed rules expanding the unique 7.5% preferential internal reservation quota—originally set for medical entries—extending it across all state-allocated seats in Engineering, Law, Agriculture, and Veterinary streams for public school applicants. It counterbalanced cumulative socio-economic disadvantages by securing free tier-1 higher education entries alongside absolute cost coverage by the state.

First Graduate Tuition Scholarship Scheme

Launched in 2010, the DMK government started the pioneering First Graduate Scheme. The initiative ordered complete tuition fee waivers and professional counseling funding coverage for college applicants who represent the absolute first generation in their families to obtain an undergraduate collegiate degree. It successfully targeted structural family poverty by taking away the steep capital entry costs of engineering and professional learning setups.

Subsidised Rice Scheme (Three Measures of Rice for One Rupee)

The first DMK government honoured a 1967 election promise by selling rice to the poor at a heavily subsidised price, popularly described as three measures of rice for one rupee. The scheme was launched in Madras city and later extended to Coimbatore. Owing to severe financial strain it was operated only for a limited period in a few pockets before being curtailed. It is widely regarded as the earliest large-scale subsidised food initiative in Tamil Nadu politics.

Puratchi Thalaivar MGR Nutritious Meal Programme (school noon meal scheme)

Tamil Nadu's school noon meal scheme is implemented in convergence with the centrally sponsored midday meal scheme (originally the National Programme of Nutritional Support to Primary Education, 1995; now PM POSHAN), funded on a 60:40 centre-state basis, with Tamil Nadu contributing well above its mandated 40 percent share. The distinct DMK contribution is documented: M. Karunanidhi's DMK government (1989-91) added boiled eggs to the meal from June 1989 as a protein supplement to combat child malnutrition, and the scheme was renamed the Nutritious Noon Meal Programme under that government. The egg component remains a defining feature of the scheme today, with a banana provided as an alternative for non-egg-eating children. The scheme itself originated under Congress Chief Minister K. Kamaraj (1956) and was universalised by AIADMK Chief Minister M. G. Ramachandran (1982); the DMK's specific, sourced role is the egg enrichment.

housing

Periyar Ninaivu Samathuvapuram Scheme

Launched in 1997 to mark 50 years of Independence, the Samathuvapuram scheme created planned 'equality villages' of 100 houses each, allotted to families across communities (40 for SC, 25 BC, 25 MBC and 10 others) with a shared community hall and common burial ground to promote social harmony and reduce caste discrimination. The scheme followed caste clashes in southern Tamil Nadu, and the first village was inaugurated by M. Karunanidhi at Melakottai near Tirumangalam, Madurai. By the end of the DMK term in 2001, 145 Samathuvapurams had been established across the state.

Free Distribution of Colour Television Sets Scheme

A DMK election manifesto promise launched on 15 September 2006 on the birth anniversary of C. N. Annadurai. The scheme distributed free 14-inch colour television sets to families holding ration cards, with the Tamil Nadu government allocating an initial Rs 750 crore. The scheme was scrapped by the succeeding AIADMK government in 2011 after roughly Rs 3,600 crore had been spent across five phases.
