Historical Record
The DMK leadership institutionalized affirmative development by setting up the independent Department of Backward Classes in 1969 to handle targeted scholarship and social indices tracking. This policy path culminated in the creation of a dedicated, separate Most Backward Classes (MBC) Department in 1989 following the carving out of the 20% quota.
Significance
Segregated administrative funds away from generalized welfare pools, ensuring distinct legal budgeting for vulnerable intermediary and artisan communities.
