Context

Historical Record

On 15 April 2008, the M. Karunanidhi government created the Transgender Welfare Board, marking independent India's first structural, state-backed governance engine dedicated strictly to gender-diverse citizens. The node coordinated separate ration documentation, medical reassignment grants, and targeted housing plans.

Significance

Shifted the transgender discourse from penal vulnerability directly into rights-based executive state citizenship long before federal courts validated third-gender classifications.
