Context

Historical Record

The high-level center-state inquiry committee headed by retired Chief Justice P. V. Rajamannar officially submitted its profound inquiry report to Chief Minister M. Karunanidhi. The document suggested comprehensive constitutional revisions to limit the Union's abuse of Article 356 and expand fiscal devolution to states.

Significance

Stands as independent India's first state-commissioned structural challenge against centralizing tendencies, setting the blueprint for federal autonomy debates across all later decades.
