Executive Summary
Chief Minister M. Karunanidhi launched the Beggar Rehabilitation Scheme on his 48th birthday, 3 June 1971, to rehabilitate beggars and the destitute. To raise initial funds he personally sought contributions from shopkeepers near his residence, collecting about ₹3,000. The initiative was prompted by the sight of poor citizens sleeping on city streets and platforms.
