Executive Summary
Mahalir Thittam was launched as a state-funded programme in 1997-98 by the Tamil Nadu Corporation for Development of Women, building on the success of the earlier IFAD-assisted self-help group project. Under the scheme, women's self-help groups were formed, given systematic training, networked through federations and provided bank linkages to take up income-generation activities for socio-economic empowerment. It was progressively extended to all districts of the state.
