Executive Summary

Announced by Chief Minister M. Karunanidhi in the 1997-98 budget speech, Namakku Naame Thittam was a participatory, demand-driven scheme to strengthen self-reliance and the self-help group culture. Communities contributed in cash, kind or labour to supplement government funds, taking up locally identified development works from planning through to maintenance. The scheme operated from 1997-98 until 2000-01 and was later revived from 2007-08.
