Executive Summary

Following the creation of the Tamil Nadu Slum Clearance Board in September 1970, the DMK government launched a programme to rehouse slum dwellers in permanent multi-storeyed tenements. In the 1970s the Board primarily built in-situ tenements in Madras, with a stated aim of constructing about 20,000 tenements a year to clear the city of slums. The scheme marked the start of organised slum rehabilitation housing in Tamil Nadu.
