Historical Record
The Stalin government constituted a High-Level Committee on Union-State Relations, headed by retired Supreme Court judge Kurian Joseph, to review the federal structure and recommend ways to enhance state autonomy. The panel also included former IAS officer Ashok Vardhan Shetty and economist M. Naganathan; Stalin later tabled Part I of its report in the Assembly.
Significance
The committee revived the DMK's long-standing demand for greater state autonomy, a cause traceable to the party's 1970s Rajamannar Committee.
