Evolution & Governance Timeline
Subsidised Rice Scheme Launched by Annadurai
After campaigning on a promise of rice at one rupee per measure, Annadurai's government launched a subsidised rice scheme — initially one padi of rice for one rupee — in Madras, later extended to Coimbatore. Although the full scheme had to be scaled back due to cost, it established subsidised food grain as a core element of DMK welfare politics.

On 15 September 2008 Chief Minister M. Karunanidhi launched a scheme providing rice at one rupee per kilo through the Public Distribution System, exceeding the DMK's two-rupee campaign promise. The government estimated the scheme would benefit about 1.86 crore families.
