Historical Record
After campaigning on a promise of rice at one rupee per measure, Annadurai's government launched a subsidised rice scheme — initially one padi of rice for one rupee — in Madras, later extended to Coimbatore. Although the full scheme had to be scaled back due to cost, it established subsidised food grain as a core element of DMK welfare politics.
Significance
The scheme set the precedent of subsidised food as a recurring DMK election promise and a defining feature of Tamil Nadu welfare governance.
